Usually, properly frozen ice prevents bacterial multiplication. But freezing does not reliably kill bacteria, sterilize ice, or make contaminated water safe.
The practical distinction matters: ice or food can carry bacteria into the freezer, remain frozen for a long time, and become a concern again if it melts, thaws, warms, or is contaminated during handling. Frozen Stops Growth; It Does Not Mean Sterile
At proper freezer temperatures, freezing is used to prevent or slow the growth of foodborne bacteria. It is not a guaranteed kill step for every bacterium in every food or ice product.

Research on bacteria in ice indicates that freezing can reduce the number of some enteric bacteria without completely eliminating them. That is why questionable water, spoiled food, or ice exposed to contamination should not be "saved" by putting it in the freezer.
For routine storage, keep the refrigerator at or below 40°F (4°C) and the freezer at 0°F (-18°C). These targets manage temperature; they do not detect contamination or sanitize what is already there.
When Melting or Thawing Changes the Decision

Melting ice does not automatically mean bacteria are multiplying. The issue is what happens when perishable food or meltwater remains in warmer conditions long enough to allow growth, or when thawing creates opportunities for cross-contamination.
After a power outage
Use temperature and ice crystals---not smell or appearance---to assess frozen food.
- Food still containing ice crystals, or measuring 40°F (4°C) or below: It may be refrozen or cooked.
- Refrigerated perishable food above 40°F for 4 hours or more: Discard it.
- Perishable food left at room temperature: Do not leave it out for more than 2 hours, or more than 1 hour if the air temperature is above 90°F.
These rules apply to food that was safe before the warming event. They do not make food safe if it was already contaminated before freezing.
A full freezer that remains unopened may maintain an adequate temperature for about 48 hours during an outage. That estimate depends on the freezer being full and the door staying closed, so check food temperatures or remaining ice crystals when possible.
Thawed food and melting ice
Treat thawed perishables as foods that now need normal refrigerated handling. Keep them cold, avoid leaving them on the counter, and prevent raw-food juices or meltwater from contacting ready-to-eat foods, utensils, or clean surfaces.
For drinks, melted ice simply becomes water. If the ice began with safe water and was handled cleanly, melting alone is not proof of a problem. If the source water or handling was questionable, freezing does not remove that concern.
Ice Safety Starts Before the Water Freezes
Safe ice depends on more than freezer temperature. It depends on the water source, the machine or dispenser, the storage bin, and how ice is handled.
Use potable water

- Wash hands before handling ice.
- Use a clean scoop rather than hands or a drinking glass.
